PMG's Capability Statement

Point Management Group, LLC (PMG) has experienced significant growth in terms of contract values and opportunities.  Below is an overview of active management consulting engagements for PMG:

Virginia Information Technologies Agency (VITA).  PMG has contracted with VITA to provide IT Contingent Labor.  The IT contingent labor program contract provides an easy and quick way for the Commonwealth's public bodies to access quality information technology (IT) labor resources. 

District of Columbia Water and Sewer Authority (DC Water).  PMG has contracted with DC Water to provide DC Water with key advisory consulting support to assist in the development and implementation of an effective Strategic Planning, Program Management, and Evaluation framework approach.

Virginia Department of Social Services/AmeriCorps. PMG is contracted with the Commonwealth of Virginia to develop and deliver training events designed to support national service and volunteerism outreach and training for national service members and program directors across the state.

North Carolina Department of Transportation - DBE Supportive Services.  PMG is contracted with North Carolina’s Department of Transportation (NCDOT) to provide DBE Supportive Services for its Business and Workforce Development Center’s Business Development Program.  PMG was selected to work closely with 15 BD Program participants to increase the number of prequalified, certified DBE contractors and entities doing business with the Department of Transportation while helping DBEs achieve growth and sustainability.

​VDOT-NOVA ESS Team - DBE Compliance.  Point Management Group has been selected to provide DBE Compliance Services for the Virginia Department of Transportation's Northern Virginia Engineering Support Services team.  PMG will provide administrative support for monitoring DBE and SWaM programs, information collection and reporting, workforce utilization and contractor compliance guidance, supportive services, and training programs.

 

Maryland Purple Line Partner – DBE/MBE Program Manager. Responsible for the daily operation of the Purple Line Transit Partners $450 Million DBE/MBE program in conjunction with local, state and federal guidelines. Coordinates small business inclusion planning and engagements. Leads the identification and vetting of small businesses for specific scopes of work. Lead outreach efforts with participants interested in contracting opportunities. Leads small business readiness focused on certifications, state registrations, and
capacity assurance. Provides business coaching. Monitors Good-Faith Efforts. Monitors and develops compliance reporting for certified payrolls, payment confirmations, and Davis-Bacon Act reviews.


Transform I-66 GEC – DBE Program Leadership. Serving as the owner’s representative DBE Program Lead for the $2 Billion “Inside the Beltway” and “Outside the Beltway” megaprojects. Providing DBE and SWaM inclusion supportive services to include, identification of potential small business contractors, assisting firms with DBE and SWaM certifications and pre-qualifications, developing outreach programs and chairing the Community Resources Board.

Skanska USA Building, Inc. - Roanoke Airports Revamp Projects Compliance Management. Providing certified payroll and Davis Bacon compliance reviews and reports for the Passenger Boarding Bridges Site-work and Electrical for Gates 2-6 project and Terminal Ramp Repairs project. Providing content assurance and feedback on DBE program activities.

Virginia Department of Health, Office of Family Health Services.  Develop logic models for State and Local Public Health Actions to Prevent Obesity, Diabetes, Heart Disease, and Stroke for DP14-1422PHI4 Program.  Establish baselines and targets for all required performance measures and identify available data sources.  Engage key partners in the development and implementation of an evaluation plan inclusive of key evaluation questions.  Develop recommendations on how to improve and strengthen project activities.  Develop and implement an evaluation and performance measurement plan that addresses progress on DP14-1422 Program performance measures.  Provide guidance, technical assistance, consultation, and support to each local health district (LHD) as they develop LHD-specific evaluation plans.  Participate in any national evaluation efforts related to DP14-1422 led by the CDC.  Work with the CDC to answer the selected evaluation questions based on the program logic model.  Work with the CDC under the VDH Evaluation Team to identify, develop, and report on process measures that demonstrate progress-implementing strategies.  Report on measures for all strategies in each of the two Components (both Environmental Strategies to improve health and Health Systems interventions).  Develop a database to manage and synthesize evaluation and required outcome performance measure data.  

AECOM, Coalfield Expressway/Route 460 General Engineering Consulting (GEC) Team. Providing small business advocacy/outreach services to meet and/or exceed Disadvantaged Business Enterprise (DBE) Program and Small, Women-Owned, and Minority-Owned (SWAM) participation goals for the Coalfields Expressway and Route 460. Work with prime contractors to identify statement of work packets (SOW). Identify and vet DBE and SWaM vendors to pursue work outlined in SOW’s. Assist DBE and SWaM vendors with understanding contract terms and conditions as well as with state business requirements. Manage opportunity sessions between prime contractors and small businesses. Participate in workgroup and individual sessions with prime contractors to champion DBE and SWaM business participation. Develop monthly and ad hoc statistical reports. Provide DBE and SWaM certification assistance. Interface with DBE and small business certification and professional entities to grow the pool of qualified firms. Provide VDOT pre-qualification assistance. Maintain contractor database. 

Office of the State Inspector General. Providing legislative and agency-directed auditing and business process re-engineering services to Internal Audit Divisions, External/Construction Audit Divisions, Investigations Divisions, state offices, and local offices. Providing executive-level research findings and recommendations to address legislative and business operations issues.

Northern Virginia Mega Projects, Outreach and DBE/SWaM Certification.   Developing cross-functional and cross-organizational work breakdown structures for the development of a Disadvantaged Business Enterprise (DBE) and Small, Women, and Minority-owned (SWAM) inclusion program for five Megaprojects totaling over $9 billion.  Interfacing directly with individual Mega Projects prime contractors to identify DBE and SWAM targeted work items.  Identifying and evaluating DBE/SWAM vendors to pursue contracting opportunities.  Facilitating opportunity sessions for specific areas of work.  Developing and managing project schedules, communication plans, and analysis for executive management for the Virginia Department of Transportation (VDOT) and General Engineering Consultant (GEC).

 

Virginia Department of Transportation  (VDOT).   Providing audit services and efficiency enhancement analysis of data included in PeopleSoft financial management system.  Developing independent results and recommendations for executive management.  Developing action plans to address audit findings in relation to laws and executive directives.
 

Virginia Department of Transportation, Business Opportunity Workforce Development (BOWD) Center.  Providing training and direct business development supportive services to certified small businesses participating in the Disadvantaged Business Enterprise (DBE) Program.  The areas of focus are Computerized Accounting/Finances; Job Cost Accounting System; Estimating, Bidding and Proposal Preparation; Construction Management Project/Technical Assistance; Marketing; and Technical/Technology Assistance.

Virginia Information Technology Agency (VITA), Supplier Managed Staff Augmentation.   Acting as a Tier I supplier of contract staff to fulfill state agency requirements.  Currently, there are 22 work categories that state agencies can request to address their needs.

Department of General Services (DGS), Commodity Contractor.   The Office of the Governor issued Executive Order 33 (2006) directing cabinet secretaries and all executive branch entities to implement and advance opportunities for small businesses to have an equal opportunity to share in state procurement. The goal for the Commonwealth is that 40% of its discretionary purchases be made from small businesses. As a result, PMG, along with other qualified vendors, is tasked with finding, contacting, and assisting unregistered small businesses with completing the Department of Minority Business Enterprise (DMBE) certifications and eVA procurement-related registrations to assist state agencies with meeting the Executive Order 33 requirements.

Department of General Services (DGS), Non-professional Construction Services.   Providing statewide consulting services to Virginia institutions of higher learning, Virginia State agencies and Virginia local governments in the areas of project management, construction management, inspections, move management, cost estimating and scheduling, and value engineering.

United States Department of Agriculture (USDA) Graduate School, Training.   Providing graduate-level curriculum development and training in the areas of Information Technology Management and Team Building.
